She has served for 12 years as a Court Appointed Special Advocate (CASA) Supervisor with the Youth Service Bureau, supporting volunteers who advocate for children in foster care.
JoBeth represents Washington Parish on the Florida Parishes Human Services Authority Board and mentors youth transitioning out of foster care. She actively volunteers with nonprofit organizations dedicated to supporting and uplifting foster children and young adults.
Her background includes extensive experience in patient advocacy and postgraduate education in psychology, rehabilitation sciences, management, and advocacy.
Marty Dean is a seasoned healthcare executive and dedicated public servant with more than three decades of leadership in healthcare administration. Based in Covington, Louisiana since 1982, Marty currently serves as the leader of the Health Center at Christwood, overseeing skilled nursing, memory care, and assisted living services. His 30+ year career includes 15 years in senior care, following earlier leadership roles as CEO and Administrator in psychiatric hospital management.
Marty holds a Master of Business Administration, a Master’s in Mental Health Counseling, and a Bachelor’s degree in Criminal Justice. He is a State of Louisiana Licensed Professional Counselor and Licensed Addictions Counselor, bringing both clinical insight and operational expertise to his leadership..
Joy L. Derise combines decades of healthcare leadership with a deep personal commitment to mental health advocacy. A longtime Executive Assistant at St. Tammany Health System, she has supported senior executives across nursing, finance, medical, and operational divisions since 1998.
Since 2010, Joy has devoted her volunteer service to the National Alliance on Mental Illness Southeast Louisiana, where she has served as President, Vice President, and Board Secretary. As a trained facilitator for multiple NAMI education and support programs, she empowers families and providers with knowledge, compassion, and practical tools for navigating mental health challenges. Joy holds an Associate Degree from McNeese State University and remains dedicated to strengthening both healthcare systems and the communities they serve.
Senior Chief Stanker, U.S. Navy (Ret.) served 23 years of honorable service from 1989–2012, rising to Senior Chief Petty Officer. An Operations Specialist, he led high-performing teams across multiple fleet assignments, including combat operations aboard USS NIMITZ during Desert Storm and key leadership roles on ships homeported in the United States and Japan.
He served as Operations Department Leading Chief Petty Officer, Military Detachment Officer in Charge, and Command Drug and Alcohol Program Advisor, earning recognition as Sailor of the Year while assigned to Commander Pacific Fleet during 9/11. In his final Navy assignment at Bureau of Personnel (BUPERS), he managed the careers of more than 24,000 Sailors and oversaw a $12 million annual training and retention budget.
His decorations include the Meritorious Service Medal, two Navy and Marine Corps Commendation Medals, five Navy and Marine Corps Achievement Medals, and multiple unit and campaign awards. He holds an Associate degree from Chaminade University of Honolulu and a Bachelor of Science in Nursing from the University of Alabama in Huntsville.
